The government plan has been adopted by the Serbian Assembly and is therefore binding on all bodies in Serbia and the union of Serbia and Montenegro, Kostunica told reporters after a government session. This was his first official statement after President Boris Tadic called on the Kosovo Serbs on Tuesday to go to the polls on October 23.
Tadic said at a press conference in the Serbian Presidency building that the government was pursuing "a policy of inaction" and described Kostunica's position as "legitimate, but dangerous to national interests".
"A policy of inaction leads to defeat. Serbia's position is fundamentally determined by two points -- cooperation with the Hague tribunal and policy on Kosovo, and failure to participate in the election there will contribute to the country's disintegration," the Serbian president said.
Tadic said that he as president of Serbia did not accept an independent Kosovo, and that by calling on the Serbs to turn out for the vote he was fighting for the government plan on Kosovo.
