Commenting on the motion adopted by the HDZ Presidency on Saturday defining new boundaries for constituencies, the HNS official said on Sunday in Karlovac that this should have been done at least one year before the elections, as required by the Constitution and political decency.
It is not a practice in a well-organised country to make last-moment changes (to electoral legislation), Rados added.
The HDZ's motion, proposing a 2.78 percent margin in constituency size while the existing legislation provides for a margin of up to five percent, will be on the agenda of talks with other partners in the ruling coalition next week. Prime Minister Jadranka Kosor has said that the elections will be held by the end of this year.
