It is not enough to condemn the March violence and rebuild destroyed
houses, political leaders must prove that they are responsible and
ready to govern Kosovo, Scheffer said.
Addressing a news conference in Pristina, Scheffer said the
implementation of standards should be continued, dialogue developed,
and minority rights ensured. He particularly pointed to the
responsibility of the Kosovo leadership for starting a dialogue with
Belgrade.
After talks with senior international and local officials, Scheffer
said NATO would increase its political presence in Kosovo.
Scheffer was heading a delegation of NATO's Council, which included 26
ambassadors from member-countries, NATO's commander for Europe,
General James Jones, and NATO's commander for Southern Europe, Admiral
Gregory Johnson.
