The avis for Croatia in its closing part is identical to those given
to the first group (countries which will join the EU in the first
expansion round), which means that it is not conditional on anything,
Zuzul told MP Karmela Caparin of the Croatian Democratic Union (HDZ).
He said the European Commission had so far issued two kinds of
opinions, adding that the one given to the first group of countries in
1997 was called the unconditional avis in colloquial terms.
The European Commission clearly recommended to the European Council to
give Croatia the candidate status and enter negotiations without
setting additional conditions, the foreign minister said.
He said Croatia was now able to use pre-accession funds adding that
the government would use them in the best possible way.
