ZAGREB, March 31 (Hina) - Parliamentary parties on Wednesday opposed a
proposal by the Croatian Party of Rights (HSP) that the president of
the republic be given such powers through amendments to the Defence
Act as will enable him to mobilise some of the armed forces on his own
in the event of a sudden threat of armed aggression against the
country or a terrorist attack.#L#
HSP deputies argued that the present legal procedure was too
complicated because in the event of an imminent threat the armed
forces can be mobilised only at the proposal of the government with
the countersignatures of the prime minister and the president of the
republic.
Other parties rejected the proposal, saying that such powers could
result in abuse of office and that they were not in conformity with
the constitution.
Kresimir Cosic of the ruling Croatian Democratic Union (HDZ) said that
the HSP's proposal was unrealistic because "there is security,
stability and peace in Croatia, as we believe is the state of this
entire region."
The parliament will continue its session on Thursday.
