Speaking at a press conference in Pristina, Singh said that the regulation was the result of the development and maturity of provisional institutions in Kosovo.
The spokesman explained that despite the transfer of authority to Kosovo's institutions the UN civil administrator of the province would retain some of the powers, such as signing of international treaties and international representation.
He added that a Kosovo Intelligence Service would not be established during the first phase of transfer of authority.
The move to form the two ministries received strong approval from the ethnic Albanian majority and negative reactions from the Serb minority.
