Given the real possibility that part of the Russian debt will be paid in helicopters equipped for medical aid, the government decided it would be more cost-effective to organise multipurpose helicopter services after collecting the clearing debt and to organise the services with domestic helicopters.
International bids were invited by the Croatian Privatisation Fund on the government's behalf on May 25. Five bids were received by June 24, two by Croatian companies (Orka Film and HIKO from Zagreb) and three from abroad (Delta System-Air from the Czech Republic, Elilario from Italy, and a combined bid from Canada's CHC Global Operations and Poland's Aviation Group).
