At the commemoration in Potocari on Monday, held on the occasion of the 10th anniversary of the Srebrenica massacre, Holbrooke was answering questions to many reporters about the fate of the Dayton Agreement.
The US diplomat reiterated that the agreement ensured peace in Bosnia, but added that it was not perfect and that it had flaws which could be removed.
Holbrooke said that Bosnian officials must encourage changes to the Dayton agreement.
