The memorandum requires the US forces in Europe to reduce to a minimum the unfavourable impact of military exercises on public and economic activities, human health, nature and the environment.
The purpose of the document, according to the Croatian Ministry of Defence, is to raise the standards of the Croatian armed forces as part of preparations for integration with NATO and increase the defence capabilities and military skills of Croatian soldiers.
Defence Minister Berislav Roncevic said on Monday that the memorandum did not mean the entry of foreign troops into Croatia, but that it technically regulated the conduct of military training.
If the Croatian Parliament adopts the proposed memorandum, this regulation will be carried out by a coordinating body consisting of relevant Croatian and American bodies, Roncevic said.
Any claims for damages or criminal proceedings caused by military exercises would be regulated according to NATO regulations previously adopted by Croatia, he added.
The memorandum will be put to the vote on Tuesday.
