The census, to be held from 1 to 15 April, is beginning to resemble a real political campaign, with all ethnic groups calling on their members through the media to declare their ethnicity.
"The Croat National Council of Montenegro will continue its activities in line with its strategy, using the media to call on local Croats to declare their ethnicity without fear," Council president Miroslav Franovic said.
Posters with slogans "We are Croats" and "We speak Croatian" were damaged on the same night they were displayed in Bar and Tivat.
Montenegrin Prime Minister Igor Luksic told the national radio broadcaster that the census was a serious statistical research and that citizens should answer all census questions without reservation, but that unfortunately there were cases of abuse and politicisation.
In a 2003 census, 7,062 people in Montenegro declared themselves as Croats, which makes up 1.05 percent of the country's population.
