According to the draft declaration, the massacre of Muslims in Srebrenica, Bosnia is not only one of the war crimes committed on the territory of communist Yugoslavia, but is by all by accounts the biggest war crime in Europe since World War Two which contains elements of genocide.
The draft also says that responsibility for war crimes and genocide is individual, but adds that the criminal, political and moral responsibility is not only on those who killed and ordered the killing, but also on all who led, incited, approved or hid the crimes.
According to the draft declaration, individuals on senior posts in Serbia and its state apparatus actively took part in preparing, approving or hiding the crime in Srebrenica, which is why only a clear condemnation of the crime and the criminals by state bodies can free Serbia of the responsibility for that crime.
Earlier this week, the Serbian parliament failed to agree a declaration which would condemn the Srebrenica crime and the declaration was not adopted.
