The purpose of the resolution, moved by the late President Franjo Tudjman, was to steer Croatia towards a final agreement regulating relations with other SFRY republics and other countries, including a proposal that the agreement should be reached by the end of June 1991.
The resolution preceded a referendum in May 1991 when nearly 94% of those who went to the polls voted for a sovereign and independent Croatia and the Sabor's document on the declaration of sovereign and independent Croatia in June. All of this was followed by a decision to sever all state and legal ties with the SFRY in October 1991.
The resolution envisaged the gradual and democratic process of dissolution of the Yugoslav federation. It also read that Croatia was ready to define minimum federal functions in a transitional period until the agreement on disassociation was reached. The document was sent to top Yugoslav federal officials and officials of the Yugoslav republics and provinces.
