Gregorian added that the political conditions primarily referred to the arrest of fugitive war crimes indictees Radovan Karadzic and Ratko Mladic.
The key issue is cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY), the American told reporters after the DRC held a session in Sarajevo on Bosnia's prospects for admission to the Partnership for Peace programme at the North Atlantic Council, which will be convened in Vilnius on 20 and 21 April.
Bosnia has established the defence ministry and the military command at the state level, key preconditions for the country to become a NATO member.
Gregorian stressed that there were no indications that Bosnian Serb authorities were doing anything to locate and arrest Karadzic
A similar situation is with the other fugitive Mladic who is believed to be hiding in Belgrade.
Bosnian Defence Minister Nikola Radanovic said that Bosnia stood no chance of joining the PfP until Karadzic and Mladic were apprehended and transferred to the Hague-based UN war crimes tribunal.
