In a press release issued on Wednesday, this nongovernmental organisation calls for expanding the remit of the State Election Commission (DIP) and enabling it to impose more stringent penalties during election campaigns.
The election-monitoring NGO proposes that the new law should stipulate the obligation of media organisations to publish price lists for advertising during election campaigns and to make public funds they receive from political parties and candidates during such campaigns. It warns that the new legislation exempts the national broadcaster HRT from that duty, which can pave the way to a lack of transparency and create room for manipulation.
It welcomes the draft law's detailed regulation of the financing of election campaign, introduction of more penalties and introduction of upper limits for spending during campaigns.
