Officials of EC Directorate-General Budget visit Croatia

ZAGREB, Nov 28 (Hina) - The representatives of the European Commission Directorate-General Budget, Robert Gielisse and Peder Jakobsson, paid an official to Croatia on 27 and 28 November 2006 to gain insight into the establishment of the internal financial control system and the future enforcement of the Law on Public Internal Financial Control, the EC Delegation to Croatia said in a statement on Tuesday.
ZAGREB, Nov 28 (Hina) - The representatives of the European Commission Directorate-General Budget, Robert Gielisse and Peder Jakobsson, paid an official to Croatia on 27 and 28 November 2006 to gain insight into the establishment of the internal financial control system and the future enforcement of the Law on Public Internal Financial Control, the EC Delegation to Croatia said in a statement on Tuesday.

Croatian Finance Minister Ivan Suker hosted the visit of the two officials who were also received on 27 November by Auditor General Sima Krasic and the State Secretary in the Central State Office for development strategy and coordination of funds, Martina Dalic.

On Tuesday a seminar on public internal financial control was organised for State Administration upper management. The seminar was organised by the EC Delegation and the Finance Ministry in cooperation with the CARDS 2004 Project "Strengthening the Structure of Public Internal Financial Control in the Republic of Croatia", the statement said.

The seminar was attended by officials and upper management in ministries and other public sector bodies - state secretaries, assistant ministers and others in charge of establishing and developing the system of financial management and control, managing public funds and realising obligations of budget beneficiaries, the statement read.

At this occasion Gielisse pointed out that modern public sector administration top managers were accountable for achieving objectives. Functionally independent internal auditor's advice on the internal control system would help managers to assume this responsibility, Gielisse said.

The internal auditing strengthens governance by providing for accountability and protecting the core values of government - ensuring that managers and officials conduct the public's business transparently, fairly and honestly and with equity and probity, it was said at the seminar.
