Results of CARDS public procurement project presented

ZAGREB, Sept 8 (Hina) - The State Commission for the Supervision of Public Procurement Procedure (DKOM) on Friday presented its new web page and the book "Legal Protection in Public Procurement Procedures" as the result of implementation of the CARDS 2002 project "Transparency of appeals proceedings as a foundation of anti-corruption activity".
ZAGREB, Sept 8 (Hina) - The State Commission for the Supervision of Public Procurement Procedure (DKOM) on Friday presented its new web page and the book "Legal Protection in Public Procurement Procedures" as the result of implementation of the CARDS 2002 project "Transparency of appeals proceedings as a foundation of anti-corruption activity".

The implementation of the project, which is supported by the European Union with 600,000 euros, started last year. The DKOM's twinning partner is Slovenia's National Audit Commission, which published the book.

The purpose of the project is to help develop and consolidate a reliable and transparent system of public procurement in Croatia through the institutional development of the DKOM and to adjust Croatian standards to European ones as much as possible.

The DKOM is a semijudicial independent body offering legal protection in public procurement procedures and ensuring compliance with the law through appeals proceedings, DKOM president Goran Matesic said.

Matesic said that the public tends to view the public procurement system as corrupt, mainly because of lack of information on how public procurement procedures are conducted or lack of statistics.

In order to raise the level of transparency of those procedures, the DKOM will publish on its web site all appeals proceedings and decisions made by the commission. The web site contains all necessary instructions regarding legal protection in public procurement, as well as all available legal remedies.
