In the worst case scenario Croatia could join the EU only in 2014, Busek said in an interview for the Austrian news agency APA on Thursday.
However, if the country meets conditions and if the situation is favourable this could happen even earlier, Busek told APA, adding that Croatia's ambitious plans were very good for the necessary internal changes.
The Stability pact for Southeast Europe was established in July 1999 so as to develop a joint strategy for the economic growth, democratisation and stability between countries of the region and the European Union.
