BELGRADE, May 22 (Hina) - Serbian Prime Minister Vojislav Kostunica said on Monday at a meeting with the UN's special envoy for Kosovo talks, Martti Ahtisaari, that he was dissatisfied with the current pace of talks on the status of the UN-administered province.

The Serbian government said in a statement after the meeting, which was held in Belgrade, that Kostunica was pessimistic about progress with more difficult issues, noting that there was no progress with relatively easier problems such as decentralisation of the province.

The Serbian PM also mentioned recent cases of human rights violation and violence against Kosovo Serbs, stating that in such a situation "the issuing of messages about conditional independence or limited sovereignty is unproductive and exceeds the mandate of the special envoy".

At the meeting the UN envoy introduced his team's program for the next two months, which is aimed at speeding up the Kosovo talks.

Kostunica said that Belgrade's negotiating team had a concrete proposal on double autonomy for Kosovo within Serbia, envisaging autonomy for the province as part of Serbia and autonomy for the Serb and other non-Albanian communities in Kosovo.

Talks between the Serbian and Kosovo negotiating teams will continue in Vienna on May 23.
