The other signatories were the secretary-general of the International Organisation of French-speaking Communities (OIF), Abdou Diouf, French Ambassador to Croatia Francois Saint-Paul, Belgian Ambassador Marie-Jehanne Roccas, and the government's first advisor in the Luxembourg Ministry of Culture, Higher Education and Research, Guy Dockendorf.
The memorandum was the first of its kind Croatia signed with the OIF and its partners since obtaining observer status in November 2004, said Grabar-Kitarovic.
The document is part of a plan to strengthen the French language in the European Union launched in 2002 by the OIF and its partners France, Luxembourg, and the French-speaking community in Belgium.
In line with the memorandum, about 700 Croatian diplomats and state administration staff, primarily those working on issues related to EU accession, will learn or specialise in French over the next three years.
