SARAJEVO, March 18 (Hina) - The international community's High
Representative to Bosnia and Herzegovina, Christian Schwarz-Schilling welcomed
on Saturday an agreement on constitutional changes reached by the presidents of
seven political parties, and called on the state parliament to endorse the
agreement as soon as possible by adopting constitutional amendments.
This is the first essential step in the long process of reform which is
expected to lead to more efficient and more functional state institutions,
Schwarz-Schilling's office quoted him as saying.
There is very little time left to implement these changes so that they
could be applied at elections in October, Schwarz-Schilling said, appealing on
the parliament to endorse the political agreement.
He underlined that failure to do so now would make it impossible to
implement constitutional changes before 2010.
Parliament should ratify today's agreement with constitutional
amendments by early April at the latest so that the election law could be
amended and elections called for the autumn.
