The treatment by the police of homosexual victims of violence and participants in last year's Zagreb Pride parade is described in the report as the most serious case of violation of the human rights of sexual and gender minorities.
The two associations believe that children's human rights are being violated because of lack of sexual education and education on gender equality and that school books are full of discriminating statements and stereotypes.
Iskorak coordinator Kristijan Grdjan said that the Croatian education system did not meet the basic conditions for education on human rights.
Kontra coordinator Sanja Juras said that an initiative had been launched to include hate crime in national legislation.
Speaking about the situation in the media, Juras reported a negative trend in the coverage of topics concerning the lesbian, gay, bisexual and transsexual population.
The two associations were particularly critical of the national broadcaster HTV and commercial Nova TV.
They urged the parliament and the government to incorporate into the Constitution a ban on discrimination based on sexual orientation, and called on relevant authorities to eliminate discrimination against same-sex partners by introducing registered partnership for partners of the same and different sexes that would be equal in rights to marriage.
