He met the presidents of several influential political parties in an attempt to reach agreement on reactivating the constitutional reform that came to a halt last year when the Party for Bosnia and Herzegovina and the HDZ 1990. party voted against a package of constitutional changes in parliament.

Presidents Dragan Covic of the Croatian Democratic Union of Bosnia and Herzegovina and Sulejman Tihic of the Party of Democratic Action did not attend the meeting, while Social Democratic Party leader Zlatko Lagumdzija left soon.

He told the press that those present were offered to sign a document binding them to continue the constitutional reform and end it by the end of 2009.

Schwarz-Schilling said the document was a draft political agreement on how to carry out the reform.

HDZ 1990. president Bozo Ljubic said he believed the document would be the basis for constitutional changes and announced that early next week political parties would submit their remarks to the paper and later present them to the Peace Implementation Council Steering Board when it convened in Sarajevo.

The president of the Party of Independent Social Democrats, Milorad Dodik, said Saturday's meeting had brought nothing significant.
