The initial programme precedes the adoption of a new Montenegrin Constitution, which should guarantee full national rights to the Croats in Montenegro the same way the Croatian Constitution guarantees the rights of national minorities in Croatia, the statement said, adding that the present Montenegrin Constitution is not in accord with Council of Europe recommendations.
Croatian-Montenegrin Council president Veljko Bulajic will inform relevant EU institutions and the heads of state and government of Croatia and Montenegro about the position of the Croatian minority in Montenegro and the Montenegrin minority in Croatia, the HGI said.
The HGI is the only political party representing the Croatian minority in Montenegro.
