Ahtisaari has suggested conditional independence for Kosovo under international supervision, but the Serbian delegation has refused any form of independence.
The talks in Vienna came to an impasse over the issue of payment of the foreign debt.
VIENNA, Feb 23 (Hina) - There was no progress at talks on Kosovo's future that were taking place between Belgrade and Pristina in Vienna on Friday, because the Serbian delegation was trying to significantly alter the plan on the
province's status proposed by UN special envoy Martti Ahtisaari, while Kosovans accepted it.
