The salary base has so far been regulated by the collective agreement and the new law will make it possible for the government to reduce the public sector's salaries by six percent as of 1 April.
Seventy-eight (78) MPs voted for the new legislation and 34 were against.
The parliament also passed amendments to the law on the salaries of judges and other officials which enable the government to determine those salaries as well.
MPs amended the law on the prevention of riots at sporting events, which should guarantee better safety of fans at games and matches.
Also adopted was a new law on administrative court procedure.
The parliamentary majority also endorsed several reports, including a report on the implementation of the law on the right to access information in 2008.
Also on Friday, the parliament discussed and okayed a report on mine removal in 2008.
According to the report, mine-suspected areas were reduced by 42.5 square kilometres last year.
There are still 954 square kilometres to be combed for mines.
The parliament will resume its session on Monday with a discussion on the draft revision of the state budget.
