The changes provide for the consent from land owners in case when land is leased or given in concession via the agency.
Changes, which were presented at a news conference in Zagreb on Wednesday, were agreed at a meeting of Independent Democratic Serb Party (SDSS) officials, other Serb minority representatives, Agriculture Minister Bozidar Pankretic and Deputy Parliament Speaker Josip Friscic.
Pankretic told the news conference that the purpose of the meeting was to clarify some misunderstandings which arose from the interpretations of the Farmland Act and its section regulating the establishment of the Farmland Agency.
The agreement will remove dilemmas about land ownership, he said.
After the law was adopted, SDSS leader Milorad Pupovac said last December that the farmland and golf courses acts were in part contrary to the Constitution and politically unacceptable given the circumstances "in the country when it comes to the state and prospect of agriculture". The Croatian Helsinki Committee on Human Rights said that the two laws legalise the results of ethnic cleansing.
The SDSS also criticised the segments of the farmland law regulating plans for cultivation of farmland which has been untilled for a long time, claiming that it encroaches upon the right to private property.
Pankretic said today that there was no intention of encroachment and that the purpose of the legislation, which was adopted on 15 December, was to cultivate all the land in need of cultivation.
Regulations stipulate that the cultivation should be carried out with the consent of arable land owners, the minister said.
Pupovac said today that the three-point agreement had been reached on the matter which would remove landowners' fears that the agency or somebody else would work on their land.
Under the agreement, the registration of ownership in land-books will be facilitated by the agency.
