The corrections department director Branko Peran said the main problem in 2009 remained overcapacity in prisons.
Although prisons have room for 3351 prisoners, on Monday (28 June) there were a total of 5197 detainees, he said.
The capacity is determined by the European and Croatian standards on necessary four square metres and ten cubic metres of cell space per prisoner, he explained.
Peran said that last year there had been no registered attempts of the escape from penitentiary facilities]
He added that the penitentiary system needed more employees.
Currently, it employs 2,254 people or one employee per 3.2 prisoners.
Justice Ministry State Secretary Zoran Piculjan said the problem of overcrowded prisons would be partly alleviated when the correctional facility in Glina got room for 420 more prisoners by the end of the year.
