The strategy will be implemented by the culture ministry and the science and education ministry from 2017 to 2022.
According to Culture Minister Nina Obuljen Korzinek, funds for this purpose have been ensured in the 2017 allocations for the two ministries as well as in the projections for the budgets for 2018 and 2019.
Thus, the culture ministry can count on two million kuna and the education ministry on 1.13 million kuna for the time being.
"For the time being, some initial funds have been set aside to kick off the strategy," Minister Obuljen-Korzinek said at a news conference in Zagreb.
The further elaboration of the funds to be set aside will depend on the action plan which is to be prepared by the end of this year.
The minister said that it remained to be decided how the pertaining national campaign would look like.
A recent survey conducted by the GfK pollster shows that a high number of Croatians have not developed a reading habit. For instance, only one in two Croats read at least one book in 2016, according to the survey.
The minister said that the strategy would also put an emphasis on e-books, having in mind that over 70% of Croats have access to tools that make it possible for them to read e-books, however, a mere 12% of them read electronic books.
