ZAGREB, Sept 12 (Hina) - Croatian Democratic Union (HDZ) leader Andrej Plenkovic has said that he would like to see congratulations being sent in a decent manner "to those who were better in the (election) race" rather than talk about forming a grand coalition which he once again ruled out.
