Employment of disabled doesn't go smoothly in Croatia

 ZAGREB, Dec 2 (Hina) - The International Day of Disabled Persons, observed on 3 December, is perceived as an occasion to present findings of an analysis of the implementation of the legislation on occupational rehabilitation and employment of disabled Croatians and the findings, outlined on Wednesday, show that employers are more inclined to opt for paying fees as a substitution for not hiring people with disabilities.

The above-mentioned legislation, that went into force at the beginning of this year, obligates employers with at least 20 workers that 3% of their total workforce be people with disabilities.

The agency for occupational rehabilitation and employment of disabled persons provided statistics showing that 11,388 persons with disabilities are registered by their employers as hired persons.

Under the law, 8,667 employers are liable to obey the disabled persons' employment quotas, and only 3,891 of them meet those requirements through employment, while 1,436 meet those requirements partially through combination of employment and the use of other options. However, 2,857 employers fail to meet any quotas.

Employers that do not meet quotas fall under the obligation to pay fees in the amount of 30% of the gross salary for each person they are obliged to employ under the law-defined scheme. 3,729 employers opted for this solution and by 30 November they paid a total of 136.5 million kuna into the relevant fund used to encourage employment of the disabled.

The Croatian Employment Service (HZZ) has a total of 6,786 disabled persons who are job-seekers, which is 2,6% of all jobless Croatians registered by the service.

In the first nine months of this year, 2,078 disabled Croatians found jobs with the help of the HZZ. They were most frequently employed as staff in kitchens, cleaning personnel, maintenance or garden workers.
