Mayor Andro Vlahusic told a news conference on Monday that the main aim of the festival was for local inhabitants to be more joyful during this season.
The event started on 1 December and will last until 10 January 2015.
Artificial snow and an ice-rink will be created in the city during the festival in order to accentuate winter scenes in the city.
The mayor is hopeful that the Winter Festival will also attract more visitors during the winter season.
He also presented plans for the second edition of the festival which should last longer than this first edition and will include more events.
