ZAGREB, 25 Oct (Hina) - Irregularities in public procurement in Croatia are based on favouritism and clientelism in public tenders, according to an analysis by the Institute of Public Finance (IJF), in which it also says that from 2013 to 2020 as many as 31% of tenders had only one bidder.
