ZAGREB, May 21 (Hina) - The Croatian Democratic Union (HDZ) slates won a majority of seats in councils in 13 larger towns, and the Social Democratic Party (SDP) ensured a majority in the councils in four cities, whereas the Istrian Democratic Party is the winner in two cities, according to incomplete preliminary results released by the State Election Commission after Croatia held local elections on Sunday.
