Held as part of the 36th international MIPRO 2013 convention, the event was organised by the Croatian government, Public Administration Ministry and Commission for Public Administration Informatisation together with the European Commission Directorate General for Communication Networks, Content and Technology.
The conference promotes the "Digital Agenda for Europe" initiative to encourage and enable the application of digital technology in everyday life and business.
Bauk said computerisation should provide citizens with easier access to documents, adding that some systems were still not connected. He said legislation stipulated that some data must be published and that data access reduced abuse.
The progress of technology needs to be felt at all levels, he said, adding that local self-government should be more transparent.
The "Digital Agenda for Europe" is one of seven European Commission initiatives envisaged in the "Europe 2020" strategy. The aim is to achieve sustainable economic and social benefits on a single digital market based on high-speed Internet and application interoperability.
Deputy Director-General for Communications Networks, Content and Technology Zoran Stancic said the EU planned to have 100 per cent fast broadband coverage by 2020.
He said Croatia had made progress in ICT but that in some areas it lagged behind the EU, stressing that it must prepare to draw EU structural funds.
