Under the existing law, public protests are banned within 100 metres of the buildings housing the the Government, Parliament and the Constitutional Court, which means that no protest rally can be organised in the said square.
The changes envisage that peaceful gatherings and protests may be held within a 10-metre diameter of the government, parliament and Constitutional Court buildings, with a maximum 1,500 participants, and they may take place between 8am and 10pm.
Milijan Brkic of the HDZ said that the draft amendments do not guarantee the safety and security of protesters in the square.
Branko Vuksic of the Labour Party said that he welcomed the suspension of the ban on public gatherings in the square but criticised the changes as imposing too many restrictions.
The parliamentary groups of the ruling majority supported the proposed changes, describing them as an improvement of the country's democratic standards.
