Stoltenberg: US prevented initial peace plan for Bosnia

ZAGREB, April 19 (Hina) - The United States prevented the adoption of an initial peace plan that would have ended the war in Bosnia and Herzegovina in 1993, two years before it was formally ended by the Dayton peace agreement, former UN peace envoy to the former Yugoslavia Thorvald Stoltenberg said in an interview with Radio Free Europe broadcast on Thursday.

The US representatives said then that the proposed peace agreement of 1993 was immoral, Stoltenberg said.

He said that although Washington did not want to get involved at the invitation of the UN and the EU in efforts to settle the conflict, it did not completely withdraw from the region, but stood by and gave instructions to some of the parties, which actually made it very difficult to reach an agreement.

After all three parties gave their consent to the peace agreement in the autumn of 1993, the Bosniaks withdrew their consent because they were advised so by the US authorities, saying that they were backing out because only a small portion of territory would go to them, he said.

Stoltenberg said that under that plan the Bosniaks would have been given 33.3 per cent of territory, while now after the Dayton agreement they were actually controlling between 26 and 28 per cent.

Because the 1993 peace plan was not adopted, the war lasted for two more years, Stoltenberg said, adding that in his opinion his peace plan was better for the Bosniaks.

Stoltenberg would not specify whom he held the most responsible for the war in Bosnia and Herzegovina, saying that he had been constantly criticised as being pro-Serb.

I don't want to be a judge. I knew from the first day that if you wanted to be fully accepted and avoid criticism you should be against the Serbs, support the Bosniaks and condone the Croats, he said.
