Presiding judge Hamo Kebo said that it had been established that Raguz, a former Bosnian Croat Defence (HVO) security officer, failed to prevent the physical torture of captured Bosniak soldiers and civilians during their interrogation but that he had not been personally involved in the crime. At the time relevant to the indictment he was assistant commander of the intelligence agency SIS.
The defence announced an appeal against the ruling.
