CEASE-FIRE AGREEMENT FOR SECTOR EAST EFFECTIVE FROM 7 NOVEMBER

ZAGREB, Nov 6 (Hina) - The text of the cease-fire agreement signed by Major-General Djuro Decak, as the head of the Croatian delegation, and by Colonel Bogdan Sladojevic, as the head of the Serb delegation reads: "Both parties agree to comply with the letter and the spirit of the following paragraphs: 1. A cease-fire along the confrontation line of Sector East will commence at 12:00 hours on 07 November 1993. 2. From the date of the signature of this agreement, the tactical situation on both sides of the confrontation line, up to a depth of FIVE kilometres from the forward lines of deployment of the opposing parties, shall be frozen and no movement of units shall take place within the area so defined, except as authorized in advance by UNPROFOR. Both parties agree on the forward lines of deployment as well as with the FIVE kilometre lines as defined in the overlay in Annex A. 3. The cease-fire will be monitored by UNPROFOR and ECMM who will have free access inside Sector East and up to 30 kilometres of the Croatian forward line on Croatian held territory. They would also have freedom to monitor all military, paramilitary and militia or police units and installations. 4. Both parties agree on the establishment of 'Joint Commissions' chaired by UNPROFOR to look into any misunderstandings that may arise over the agreed provisions. A separate memorandum of understanding will be signed on the mandate and the composition of the 'Joint Commission'. 5. Both parties agree on the establishment of buffer zones along the confrontation line. Separate memorandums of understanding will establish the buffer zones. 6. As long as the buffer zones are not established, both parties agree to withdraw from particular hot points to distances as requested by UNPROFOR. A provisional list is attached in Annex B. Each withdrawal will be the subject of a separate memorandum of understanding. At the same time, they agree that UNPROFOR sets up observation posts to better monitor new positions. 7. Both parties agree that no incursions or infiltrations will be carried out beyond their forward line of deployment. 8. Both parties agree to fully cooperate in order to sign the memorandums of understanding mentioned in the paragraphs 4, 5, and 6. These memorandums of understanding will be added to this Cease-Fire Agreement and be the integral part of it," concluded the agreement signed by Major-General Decak and Colonel Sladojevic, following the initiative of the UNPROFOR Commander in Sector East, Brigadier-General Peeters.
