SEKS CALLS RECESS TO RESTORE PARLIAMENT ORDER

ZAGREB, Dec 6 (Hina) - The 21st session of the House of Representatives continued this morning after a week-end break. Speaker Nedjeljko Mihanovic moved that a draft bill on the National Security Office be added to the agenda. Social Liberal leader Drazen Budisa then moved that the House urgently discuss the situation in the occupied areas, "in view of new events Friday." Friday's economic agreement with Knin Serbs "considerably extends the UNPROFOR mandate to areas that are not included in the UN Protected Areas," Budisa said. Furthermore, the Contact Group has come up with a new plan for Bosnia-Herzegovina, which gives the Bosnian Serbs a chance to form confederal links with Yugoslavia, Budisa said. "The Croatian Parliament can't stay silent on all this," Budisa said. Speaker Mihanovic suggested that the House proceed according to the agenda. "The matters introduced by Mr. Budisa can be discussed at the end of the session," he said. Mihanovic then left the chair to his deputy, Vladimir Seks, and headed to the airport to greet President Tudjman's who was due back from Budapest. Taking the chair, Seks said the agenda was set, period - it could not be amended during the session. Several Opposition members, disturbed by the decision, voiced their disapproval by pounding their fists on the benches. Seks called a two-hour recess to get the House back into some order. Representatives of "Vukovar Mothers", who were watching the proceedings from the gallery, demanded that the House discuss the fate of their sons. Parliament secretary Mihovil Klapsic asked them to have patience and wait for social policy issues to come up for debate. (hina) jn as sd 061601 MET dec 94
