PLIGHT OF CROAT DISPLACED PEOPLE REACHES A CRITICAL STAGE

ZAGREB, April 9 (Hina) - The leader of the Croatian Union of Displaced Persons, Mato Simic, said at a press conference today that goals of the Union's third conference, held in Zagreb on Saturday, were to draw attention to all problems and difficult condition of Croatian internally displaced people and to speed up their solution. Simic stressed that the plight of the Croatian displaced people was reaching a critical stage. He reiterated their demands sent to the Croatian government; to equal the material status of expelled people now accommodated in hotels and similar facilities and those who have found shelter in private houses; to impose a moratorium on the property now used by the people in exile; and to efficiently control the delivery of humanitarian aid. He also reiterated the Union's 3rd conference conclusions, adopted last night. The conclusions said the Croatian Union of Displaced People could not accept UN Security Council Resolution 981 without exactly defined implementing measures for full control of Croatia's internationally recognized borders and deadlines and ways for the return of the expelled people as well as for disarmament of Serb paramilitaries in the occupied areas. In the conclusions the Union asked the Croatian Government not to accept the implementing measures of UN SC Resolution 981 if they should not guarantee the reintegration of the occupied areas into Croatian constitutional and legal system within the deadline by September 30, 1995, and if they should not ensure the return of the displaced people.
