TEXT OF CROATIAN PARLIAMENT DECLARATION ON ENDING U.N. MANDATE

ZAGREB, Jan 27 (Hina) - The Croatian Parliament House of Representatives today adopted the following declaration on the termination of the UNPROFOR mandate in Croatia: 1. After a lengthy debate on the Government Report, the Croatian Parliament has concluded that the UN Protection Force has failed to fulfil Parliament's demands which were presented in a special resolution on 23 September 1994, and has supported the decision of Croatian President Franjo Tudjman to cancel the peacekeeping mandate on 31 March 1995. 2. The Croatian Parliament supports and accepts the conclusions of the Report on ending UNPROFOR's mandate in Croatia because of its inefficiency, which Foreign Minister Mate Granic submitted to Parliament on the Government's behalf on January 25, 1995. 3. In light of overwhelming support from the Croatian public and almost all parliamentary parties of the decision on ending the UNPROFOR mandate, the Croatian Parliament emphasizes once again that negotiations and the implementation of all fundamental provisions of UN Security Council resolutions, i.e. the peaceful reintegration of occupied areas, remain the permanent objectives and guidelines of Croatian policy. Such a solution can and must be sought in strict confirmity with the principles of sovereignty and territorial integrity of Croatia, its Constitution and Constitutional Law as well as high European standards on the protection of human and minority rights. Therefore, Croatia's decision cannot and should not be interpreted as opening the road to a war option. On the contrary, the basic goal of this decision is to speed up the peace process in the interest of all peoples and general peace, stability and security in South-Eastern Europe. 4. Parliament resolutely rejects all forms of pressure on the Republic of Croatia to reverse its decision, and once again calls for talks on the peaceful reintegration to continue, in the hope that they restore territorial integrity and the rule of law in all parts of the Croatian state and normalize overall Croatian-Serbian relations. 5. Under this Declaration, the Constitution and Constitutional Law, Parliament obliges the Croatian Government to draw up a draft program for the peaceful reintegration of occupied Croatian areas.
