INTERNATIONAL MEDIATOR MEETS CROAT AND MOSLEM REPS. IN BUGOJNO

BUGOJNO, Dec 16 (Hina) - A meeting between Bugojno Croat representatives and Bosnian Federation ombudsmen, Vera Jovanovic and Branka Raguz, under the chairmanship of the international mediator in the Federation of Bosnia-Herzegovina, Christian Schwartz-Schilling, was held in Bugojno (central Bosnia) on Monday. They discussed preparations for convening a transitional municipal council, freedom of movement, public security, implementation of a pilot-project for return of refugees, human rights' violations and the fate of 26 Croats who had gone missing after being taken in the Bugojno prison during the Croat-Moslem conflict. "The Croat side was interested in the establishment of the transitional municipal council, and introduction of law in the municipality of Bugojno, and it has never impede implementation of peace accords," said Ivan Miletic, the Bugojno municipal council head (who was appointed in 1990 and whose seat is currently in Livno). The Moslem side disputed mandates of two Croat deputies, and did not let the mayor, legally appointed after the 1990 elections, convene a session of the transitional municipal council, Miletic said and added that he held it had happened only in Bugojno. Bosniaks (Moslems) negated the 1990 elections results, when the (Croat) HDZ party had won and a Croat had been elected as the mayor, he said. Miletic told Schwartz-Schilling that no Croat member of the Bugojno municipal council could return to Bugojno, as all had been expelled and that few out of 15 Croat refugees had come back. Asked how Croats could take part in the work of the transitional municipal council in such conditions, the international mediator Schwartz-Schilling replied that the questions of free movement and Croat property protection should be solved by local police in cooperation by the International Police Task Force (IPTF) and Federal Ombudsmen. At Monday's session he insisted on opening of Federal Ombudsmen's office in Bugojno, due to human rights abuses. After the meeting with the Croat representatives, Schwartz- Schilling held a meeting with Moslems. Presently, a session with both peoples' representatives should take place to determine a deadline for the establishment of the transitional municipal council. (hina) mm mš 162000 MET dec 96
