IFOR TROOPS DISARM BOSNIAN ARMY, SERB POLICE IN NORTHERN BOSNIA

SARAJEVO, Nov 14 (Hina) - Early Thursday morning IFOR troops disarmed Bosnian army and Serb police forces between the villages of Celic and Koraj in northern Bosnia, the scene of clashes between Moslem refugees and Serbs in the last two days. At about 5.00 hours, IFOR troops raided the Bosnian army 254th Brigade headquarters in Celic, seizing several hundred "Kalashnikov" assault rifles, a large amount of ammunition and two armoured personnel carriers, IFOR spokesman Bratt Boudreau said in Sarajevo, adding that the brigade was banned from the area. Boudreau said that there was evidence that members of the 254th Brigade had actively participated in organizing the return of Moslem refugees to the village of Gajevi. Also raided was the Serb police station in Koraj where all illegal weapons, believed to have been used in Wednesday's attack on Moslem refugees, were confiscated. The regional IFOR command on Thursday introduced special measures in the Celic area, banning all but civilian police from carrying arms and ordering all Bosnian army troops, whether on active duty or reserved, to register. The procedure of granting refugees permission to return was suspended until further notice. Colum Murphy, spokesman for the office of the international community's high representative to Bosnia-Herzegovina, blamed the incidents on the Serbs. All of this wouldn't have happened if the Bosnian Serbs had allowed the refugees to return. This obligation is not only a part of the Dayton agreement but also of the universal declaration on human rights, Murphy said. Serb representatives have so far refused to attend meetings of the commission granting permission to refugees to return, and UNHCR officials have regularly sent them lists of people who signed up for return. The houses of those people were usually blown up within 24 hours after the Serbs received the lists. The destruction of houses was also recorded in other areas where Moslem refugees had announced their return. About 200 houses have been destroyed. (hina) vm mm 141539 MET nov 96
