the former Yugoslavia (ICTY) partially accepted a request by the
prosecutor that anonymity be granted to two witnesses in
proceedings against General Tihomir Blaskic, an ICTY statement said

The Tribunal accepted a request by the prosecutor that two
Moslem civilians be granted anonymity and that their identity be
withheld from the media.
Regarding the request for anonymity concerning Blaskic, the
Tribunal "noted that a balance must be struck between the rights of
the accused and the protection of witnesses".
"Without knowing his accuser's identity and the substance of
the accusations," the accused could not receive a fair trial, the
necessary time to prepare his defense and the opportunity for the
cross-examination of the witnesses for the prosecution, the
statement said.
ICTY, however, "recognized that total anonymity could be
granted in exceptional circumstances," the statement said.
