BOSNIA'S CROAT AND SERB PARTIES HOLD 1ST POSTWAR TALKS

MOSTAR, Nov 9 (Hina) - The first post-war official talks between Bosnia's Croatian Democratic Union (HDZ B-H) and Serb Democratic Party (SDS) that took place in Mostar, ended on Saturday evening. The heads of the HDZ and the SDS parties' delegations, Bozo Rajic and Dragan Kalinic, said after the closed-door three-and- half-hour talks that they had discussed correction of "not logical separation boundaries." Rajic of the HDZ said "some residential developments and even graveyards are unnaturally divided," and added the issue would be more intensively discussed. Kalinic of the SDS said both sides "expressed important understanding" about the correction of such boundaries, and added that there was a "good atmosphere" for continuation of talks. Rajic said they had talked about the fate of missing persons and detainees as well as about the exhumation of victims at the both sides. They agreed on solving those problems as soon as possible. The two said they had considered the reciprocal return of refugees to their hometowns and villages, and alternative solutions such as compensation for property, which is in the spirit of the Dayton peace accord. They also talked about the establishment of the joint institutions in Bosnia-Herzegovina devised by the Dayton accord, and showed "close views" on the matter, according to Rajic. Kalinic said the two parties clearly stressed that joint institutions could have prospects only if they were based on the equality of the three nations (Croats, Moslems-Bosniacs, and Serbs). They had also discussed the cooperation of the 'RS' (Serb entity) and 'the Croatian community of Herceg-Bosna', Kalinic said. The two resolutely stated that the Mostar meeting between the HDZ B-H and the SDS was not to the detriment of the third nation in Bosnia-Herzegovina (Moslems). Rajic added that his party had already negotiated with (Moslem-led) Party of Democratic Action, and stressed that trilateral talks would be necessary in the future. (hina) mš 092046 MET nov 96
