At the beginning of the session the U.N. High Commissioner For
Refugees, Sadako Ogata talked about the plight of refugees all over
the world.
She appealed to international community for donations to the
UNHCR budget.
In 1996 UNHCR needs should be covered by 1.3 billion dollars,
but only 776 million dollars have been sent to the budget.
Ogata said the resolution of Bosnian refugees' problems was
regionally connected with the return of Croatian refugees to
eastern Slavonia. She also said she appreciated the broadened
General Amnesty Law recently passed by the Croatian parliament.
At his speech during the general debate Croatia's Madey
stressed the necessity of the implementation of the Dayton
Agreement Annex 7 on the return of all refugees in the former
Yugoslavia. He also conveyed Croatia's support to UNHCR's
initiatives for a detailed regional plan for the refugees'
repatriation. He also pointed out the importance of the start of
the return 80,000 Croatia's displaced people to eastern Slavonia as
soon as possible.
