start returning home during October, UNTAES spokesman in Zagreb, Philip Arnold told a press conference Thursday.

Administration for Eastern Slavonia (UNTAES) is to secure the
return of all displaced people and UNTAES is doing all it can so
that the first displaced persons could start returning home during
October, UNTAES spokesman in Zagreb, Philip Arnold told a press

Arnold greeted the adoption of a general amnesty act by
Croatian Parliament, adding the act would be publicized in an
official bulletin and distributed among the residents of the
Croatian Danubian area.
So far, some 3,500 to 4,000 persons had applied for Croatian
identity papers (citizenship certificate, ID, passport), Arnold
said, adding the results were very good, considering the initial
confusion among the local population. Arnold also said he hoped the
number of applications would keep growing.
Asked whether Croatian license plates should or should not be
taken off during visits to the Danubian area, Arnold said the
UNTAES held that all sides should be cautious as regarded insignia,
for the sake of their own safety.
UNTAES was aware of the fact that Croatian laws had to be
introduced slowly into the Croatian Danubian area, Arnold said.
A joint Croat-Serb customs team, similar to the existing joint
police team, was being organized and it should start working in a
couple of weeks, Arnold added.
