interstate contracts or agreements, the Croatian Parliament House
of Counties on Tuesday ended its session.

On its second day of session and after an exhaustive
discussion, the Upper House unanimously endorsed a bill on the
rights of Croatian soldiers which is to regulate the rights of
soldiers, war invalids, members of their families and members of
families of killed, missing and detained Croatian soldiers.
Croatian deputy premier Ljerka Mintas Hodak said that the bill
extended the right of war invalids to compensation of wages during
their professional rehabilitation and after it, until their
employment.
The bill also expands to some extent the rights of demobilized
soldiers, as well as many rights concerning children.
Hodak stressed that the government had taken on the
responsibility of paying differences in disability benefits to war
invalids for the year 1996.
A change in priorities would be needed in the state budget
next year, and some 3.6 billion kunas (one billion German marks),
or almost 10% of the 1997 budget would have to be set aside in
order to implement the proposed rights.
