WASHINGTON, 15 June (Hina) - The United Nations Secretary General Boutros Boutros Ghali yesterday submitted a report to the U.N. Security Council on implementation of the part of the Dayton peace agreement on regional stabilisation.
Along with the written report, Ghali additionally informed the Council on the Florence arms control agreement. In line with a security Council resolution of November last year, the report should remove the last obstacle to the full lifting of the arms embargo for the former Yugoslavia.

The presentation of Ghali's report caused different legal
interpretations of the situation in the Security Council. For the
United States, the act of submitting the report meant that the
embargo was formally lifted, the European Union held that Ghali
should also present written information on the signing of the
regional arms control agreement.
This legal and technical problem will be removed by adding an
additional document to Ghali's report.
