"In an effort to calm the political situation in Croatia, defuse tensions among the public and our party and to stop manipulations whatever their motives and goals, we have decided to issue a document which we had submitted to the HDZ on Friday, as a framework for possible negotiations," Gotovac told a news conference at which he handed out to reporters a document called "The Starting Points for Talks on the Democratization of Croatia and De-monopolization of State Administration (HSLS-HDZ)".

Liberal Party (HSLS) Vlado Gotovac on Sunday informed the public of
conditions for talks on cooperation with the Croatian Democratic
Union (HDZ).
The HDZ and HSLS have on Friday appointed negotiating
committees which are to hold talks on the possible cooperation
between the two parties.
"In an effort to calm the political situation in Croatia,
defuse tensions among the public and our party and to stop
manipulations whatever their motives and goals, we have decided to
issue a document which we had submitted to the HDZ on Friday, as a
framework for possible negotiations," Gotovac told a news
conference at which he handed out to reporters a document called
"The Starting Points for Talks on the Democratization of Croatia
and De-monopolization of State Administration (HSLS-HDZ)". #L#
"I believe that this will disperse all further speculations
and false interpretations of these talks," Gotovac said, adding
that he was convinced that this document would convey that, in
negotiations with the HDZ, the HSLS had taken into consideration
all relevant and daily problems which were the cause of the crisis.
The HSLS requests "a change in the Croatian Constitution
concerning the establishment of jurisdiction of the Parliament,
Government and Croatian President, as well as the establishment of
their relations among themselves, as an aim to strengthen the
Parliament's influence and reduce the jurisdiction of the
President.
Furthermore, the HSLS requests the fulfillment of commitments
towards the Council of Europe, a change of the electoral system at
all levels, unconditional appointment of electoral committees and
multi-party commissions for the supervision of elections, a strict
implementation of the constitutional principle on the division of
authority and abolishment of all types of "moral and political
suitability".
As short-term and momentary measures, the HSLS requests that
an ombudsman be appointed from the opposition parties, that the
Zagreb mayor be a member of the HSLS and that the city
administration be established by the HSLS and the HDZ jointly with
other parties of the Alliance.
They also request that the general director of the Croatian
Radio Television (HRT) be a member of the HSLS.
They request that the tax procedure against the Italian Union
and the Novi List daily be dropped, as well as that charges against
the editor-in-chief and reporter of the 'Feral Tribune' weekly be
dropped and that the 'Radio 101' be granted concession.
The HSLS made other requests in the fields of the judiciary,
economy and the media.
"If the short-term measures are not implemented within 15
days from the public statement about the beginning of talks between
the HDZ and HSLS, any further talks with the HDZ on the
democratization of Croatia will end," the document said.
The HDZ should reply to the HSLS conditions for negotiations
by Monday, Gotovac said.
